Senior Leadership Team
Carrie Borgen
Executive Director
Carrie Borgen became Executive Director of ACCESS in December 2020, relocating to the Rogue Valley from Scottsdale, AZ. Carrie has over 20 years of experience as an executive for non-profits, various venture capital-backed startups, and Fortune 100 healthcare companies. She is a loyal and committed advocate for building collaborative partnerships with area non-profits, government agencies, donors, and community members. Carrie has a Master of Business Administration from the University of Southern California and a Bachelor’s Degree in Management Systems from California State University.
Kellie Battaglia
Chief Advancement Officer
Kellie has served as the Advancement Director and now Chief Advancement Officer for ACCESS since November 2018. She is responsible for resource development, fundraising, grants, public relations, communications, and marketing. Kellie has 22 years of experience in organizational leadership, business development, program management, and stakeholder relations. Kellie’s former positions include Administrator for the Department of Housing and Human Services for the City of Boulder, CO, Director of Homeword’s Regional Homeownership Center in Missoula, MT, and Client Services Manager for the Salem Housing Authority in Salem, OR. She holds a BA in Psychology from Metropolitan State University of Denver.
Marcee Champion
Food Programs Director
Marcee joined ACCESS in 2019 and became Food Programs Director in 2020, where she oversees all food related programs, including the Food Bank for Jackson County. Prior to coming to Oregon, Marcee was the Director of Community Engagement at a Houston area non-profit and taught at community colleges for 22 years. Marcee has a BA in Political Science & Russian Studies from the University of Houston, an MA in Political Science from Louisiana State University, and an MA in Non-profit Management from the University of Houston-Downtown.
Melanie Doshier
Support Services Director
Melanie has served as the Support Services Director since April 2020. She oversees state, federal and foundational funds that are designed to support housing stabilization programs. Melanie has 18 years of experience in Human Resources Leadership and program development fields. She believes people best serve people, and is passionate about the impact these programs make in Jackson County.
Joe Vollmar
Chief Operations & Housing Officer
Joe started at ACCESS in 2004 and has been the Housing Director since 2016. He currently serves as the Chief Operations & Housing Officer. He oversees agency operations, the portfolio of Rental Housing, Property Management, Maintenance, Energy Assistance, Weatherization, Homeownership, and Durable Medical Equipment programs. Joe came to ACCESS with a background in for-profit business management, and holds many state and nationally-recognized energy efficiency certifications.
Ronald Zambrano
Finance Director
Ron joined ACCESS in November of 2020 as a Controller and was appointed Finance Director in September of 2021. He brings over 30 years finance and accounting experience in healthcare, judicial, technology, building products, and aerospace manufacturing. Ron is a CPA and holds a Master’s degree in Business, a Bachelor’s degree in Management, and an accounting certificate from Southern Oregon University.

Sgt. Jason Antley
Board Member
Jason was born and raised in Medford as was his wife of 26 years, Kim. They raised their three children in Medford and have deep family ties to this area. Jason serves at his local church and has served the community as a Medford Police Officer for the past 21 years. Jason currently supervises the Medford Livability Team.
Lilia Caballero
Board Secretary
Lilia currently serves as Secretary of the ACCESS Board of Directors, as well as the Cultural Liaison for the Medford Police Department and Chair of Latino Interagency Committee (LInC). She also serves as a Board member for the Gordon Elwood Foundation and Center for Non-Profit Legal Services, and has served on the Medford School Board since 2015. Lilia helps plan local events like the Greater Medford Multicultural Fair and Martin Luther King Celebration, and has been a CASA volunteer and mentor since 2018.
Dennie Conrad
Board Vice Chair
Dennie serves as the Chief Strategy Officer at Asante, overseeing strategic planning, capital planning, business development, marketing, communications, project management and real-estate. His varied background includes positions in the US Navy, oil exploration, university administration and over 30 years in health care strategy. Dennie attended BYU as an undergraduate, and California State University, the University of Southern California, and Massachusetts Institute of Technology as a graduate student.
Brad Earl
Board Chair
Brad is a third-generation Oregonian who has worked in banking, at Harry & David, and leading small businesses. He joined the Medford School District in 2010 as the Chief Financial Officer. In his current role as the Assistant Superintendent of Operations, he focuses on achieving maximum results for students so they may graduate and become successful community members. Brad currently serves as the Vice Chair of the ACCESS Board of Directors and is proud of his work with the National Indian Child Welfare Association (NICWA).
Jason Elzy
Board Member
Jason is the Executive Director of the Housing Authority of Jackson County. Over the past two decades, Jason and the Housing Authority team have worked to grow the agency into the largest developer of multifamily-residential housing in Southern Oregon. Jason presently serves on multiple boards and committees including Jackson Care Connect, Jackson County Continuum of Care, Housing Authorities of Oregon, Medford Housing Advisory Committee, and the Grants Pass Housing Advisory Committee.
David Grijalva
Board Member
David currently serves as Treasurer at Rogue Credit Union. He has over 20 years of experience in the financial sector. David has worked at various banks as an investment portfolio manager and at various broker-dealers as a trader in the states of Oregon, Hawaii and California. He received a bachelor’s degree in civil engineering from Stanford University, a master’s in structural engineering from U.C. Berkeley and an MBA in finance from Cornell University.
Lucinda Moulding
Board Member
Lucinda is a Senior Account Advisor for HUB International Northwest. She joined the ACCESS Board in 2022 after years of dedicated volunteerism and experiencing firsthand how ACCESS can change lives. Lucinda also serves as Co-Chair for the Mayors United Steering Committee, which is ACCESS’ premier annual fundraising event. In addition to her work with ACCESS, Lucinda has volunteered with organizations all over the valley including Meals on Wheels, Hearts with a Mission, and United Way. She is looking forward to raising awareness about community causes and inspiring others to get involved in volunteering.
Greg Perkinson
Board Treasurer
Greg most recently served as Vice President for Finance and Administration at Southern Oregon University for seven years, and currently serves as Treasurer on the ACCESS Board of Directors. Greg formerly led The Boeing Company’s Consolidated Facilities Operations and Maintenance (CFOAM) program, and served in the public sector for over 34 years, retiring as a Colonel in 2009. Greg received a bachelor’s degree in architecture from Kent State University and a master’s in architectural engineering from Penn State University.
Michael Zarosinski
Board Member
As a board member since 2018, Michael has brought his expertise in municipal government to help advance the goals of ACCESS. Michael has been a Medford City Councilor since 2014 and has filled ex officio roles within many different organizations in the Rogue Valley including the Rogue Valley Metropolitan Planning Organization, the Area Commission on Transportation, Medford Water Commission, and the Southern Oregon Regional Economic Development Corporation. Michael has a bachelor’s degree in civil engineering from McNeese State University and a master’s in bridge engineering from the University of Surrey.
