Tenant Selection Criteria
50% – 80% Area Median Income Properties
This tenant selection criteria shall be used for properties currently under rent-up and/or management by ACCESS (Manager) and includes properties that have been developed using grant funds. The policy of the Manager is one of equal opportunity and non-discrimination in compliance with all Civil Rights Acts (1964, 1968, 1988), Section 504 of the Rehabilitation Act of 1973, and Affirmative Fair Housing Marketing requirements as set forth individually for each property. No applicant will be denied based on race, color, religion, sex, familial status, handicap status or national origin.
1. Application
All persons interested in any property rented or managed by ACCESS may request an application either in person (or through a designated individual) at the local site office or regional designated site office during posted office hours; or request an application to be mailed by calling the local phone number posted on the project sign at the central office.
An application must be completed in full and submitted to 3630 Aviation Way, Medford, OR 97504 or via mail to P.O. Box 4666 Medford, OR 97501.
The application form must be used as it contains requests for all information necessary for determining initial eligibility. You may request assistance in completing the application if necessary. The manager’s policy is to make reasonable accommodations to assist applicants needing help with completing applications for housing. If your application is not complete you will be contacted in writing, with a list of items necessary to complete the application. While the central office will track all applications and requests for additional information, no application will be placed on the waiting list until it is complete. When a completed application, or the requested information, is received the application will be logged by date, and time received.
If a vacancy at the property exists, or is expected within the next 90 days, the verification-selection process will begin immediately. For those properties with an existing wait list and no current or known upcoming vacancies, preliminary eligibility will be satisfied by using information on the application. Placement of an application on the wait list does not denote final tenant selection. That can and will occur only after complete processing in accordance with all program criteria specific to each property.
When you submit a completed application (or when an application becomes complete) you will be notified, in writing, of waiting list status. If you exceed the income limits for eligibility based upon your application information, or are otherwise found to be ineligible, you will be notified in writing of your ineligibility. The notice will include reasons for rejection along with contacts regarding the grievance procedure.
2. Wait List
ACCESS properties may have a waitlist. The screening criteria below will be evaluated at the time an applicant is processed for a specific property, not necessarily at the time an applicant is added to the waitlist. Fees are not payable until an applicant is processed for a specific property. The wait list will be updated periodically. You will be notified in writing prior to removing your name from the list.
3. Preference Points
Individual properties will reference any specific priorities or eligibility requirements, such as elderly housing or congregate priorities. Preference to applicants meeting the criteria for target population groups is related to how the property has been developed and funded. An applicant must identify themselves on the application as well as provide supporting documentation as it applies to a priority requirement.
4. Screening Criteria
All persons 18 years or older that plan to live within the residence must meet the criteria below. Some screening exceptions can be made if the applicant has been a dependent of the primary applicant.
Some ACCESS properties are designated for certain uses and thus the criteria listed below may not specifically apply, speaking to an ACCESS associate may be advised.
Rental History:
Applicants must have at least one-year good rental history to qualify for occupancy from an unrelated and unbiased source.
- Applicants without rental history must obtain a qualified co-signor to qualify for occupancy. A co-signor may not be used to negate negative rental history.
- Homeownership with a good payment history is considered a rental reference.
Applicants who have been evicted by a landlord, including ACCESS, must have at least two years of good rental history since the eviction to qualify for occupancy.
If eviction was from an ACCESS property, the applicant(s) must not have been evicted in the last three years and must not have an outstanding balance owed.
Credit History:
Applicant(s) must pass credit check as follows:
- Applicant(s) must not owe current or previous landlord monies.
- Applicant(s) must not be in default to local utility companies (Pacific Power, Avista, City of Ashland, City of Medford, Recology, Rogue Disposal)
- Applicant(s) must not have debts, not in good standing, owed to federal, state or local government agencies.
- Applicant(s) must not be in violation of a child support agreement.
Criminal History:
Applicant(s) must pass a criminal background check as follows:
- Applicant(s) convicted of a violent crime, including a sex crime may be denied and will be evaluated on a case-by-case basis in accordance with ORS 90.304
- Applicants who have been convicted of the manufacturing of a controlled substance within the past 5 years, who have been convicted of the distribution of a controlled substance within the past 3 years, or who have been convicted of more than one charge of possession within the past 3 years may be denied occupancy.
- Applicant(s) with pending criminal charges and/or warrant(s) will be denied.
- Applicants who have been convicted of a crime that is a threat to the health and safety of the complex will be denied.
- Applicant(s) with prior convictions, may be evaluated should the applicant be able to show a pattern of rehabilitation and/or treatment and the applicant(s) are not seen as a risk to the health, welfare, or financial stability of the property in accordance with ORS 90.304

Fees, Deposits, Income
Application fee: $23.00 per adult applicant (paid once the applicant reaches the top of the waiting list). *Application fees may not apply to all ACCESS properties.
Deposits: Properties may have different security deposit requirements.
Deposits can range from $500-$1,000.
Properties that allow pets will have a non-refundable pet fee of $300. *Excludes trained service animals.
Income:
Applicant(s) income cannot exceed the current year of those listed on the Jackson County Rent and Income Limits for HOME projects HUD Income & Rents Limits by County | HOME, CDBG
Applicant(s) understand that income will be certified annually to be within compliance with Income and Rents guidelines.
5. Rejection
As previously stated, any application which is incomplete will not be processed. If your application is rejected, you will be notified in writing of the reason for the rejection and of your rights under the grievance procedure.
6. Grievance Procedure
If your application has been denied and you feel that you qualify as a resident, you have the right to respond to the denial of your application. You must request a Grievance Hearing orally or in writing no later than seven (7) days from the date of the denial letter. Either the Housing Director or ACCESS Executive Director or both, will hear your grievance. In your request you may choose to have a hearing in person, in writing or via telephone. Your request should explain why you feel you were rejected, and why you feel that you qualify as a resident. For written hearings, please attach a copy of the rejection letter you received. If you choose to have a hearing in person or by telephone, an appointment will be scheduled within seven (7) working days of the date Management receives the request for the hearing. Your original application, your response letter and any other pertinent information will be reviewed, and you will be notified of the outcome of the review within 30 days of the receipt of your hearing. The decision of the Housing Director or ACCESS Executive Director will be final.

Birch Corners: 1 & 3 Summit Avenue, Medford, OR 97501
Birch Corners is a single-story apartment complex located on the corner of Main and Summit Streets in Medford, Oregon. Birch Corners was constructed in the spring of 1994 and consists of two, four-plex buildings containing a total of 6, one-bedroom units and 2, two-bedroom units. The complex has on-site laundry facilities.

Four Oaks: 428 W. 4th Street Medford, OR 97501
Four Oaks Apartments is located on the corner of Fourth and Oakdale Streets in Medford, Oregon. ACCESS purchased and remodeled Four Oaks in the fall of 1999. Four Oaks Apartments is a two-story complex, consisting of seven units, six, one-bedroom units and a two-bedroom unit. The complex also has on-site laundry facilities.

Woodrow Pines: 1090 & 1096 Woodrow Lane Medford, OR 97504
Woodrow Pines is located on Woodrow Lane, near Crater Lake Avenue, in Medford, Oregon. Woodrow Pines consists of a two-story apartment building consisting of seven 1-bedroom units and the other building is a house with a shared living environment. Ground floor units are handicap accessible.
